As you said, finding plus sized options makes things significantly more difficult. Even more so when you are trying to put together an accurate (as possible) cosplay.
We know this has been a long time coming, and we do apologise for the wait, but this was a question that required quite a bit of searching and assessing of alterations.

Screen Accurate Items.

The Zeeda Dress:   -£125.00 (This dress can be bought in black on ebay for  £20.00 right now in size 12).
The Anina Belt:   -£26.00
The Criollo Boots:   -£110.00

Plus-Size Cosplay.

The Holster:   -$45.00
This holster isn’t quite as long as River’s. You won’t find much better pre-made, so you can either add additional length to this one, or make one of your own.
The Belt:   -$16.00
The colour of this belt is off, but there are ways to stain it using art ink or shoe polish to make it screen accurate.
The Boots:
Option 1:   -$50.00
Option 2:   -$60.00
Option 3:   -$50.00
The Dress: In grey.   -$19.00
The Vortex Manipulator: Becomes available in August (sold with a sonic screwdriver)   -$26.00
The Dress Pattern:  -$2.54
View A can work quite well as a base for your replica Zeeda dress. The Neck needs to be altered into a V-neck and the bottom of the dress needs to be changed a bit.
You will have to add in an additional panel to the skirt to allow room for the pockets and drawstrings. When drafting the pattern make sure you make room for two added side panels.
The Fabric:
Option 1:   -$7.00/yard
Option 2:   -$3.00/yard
The Tights:   -$5.24
